Just a short explanation for the second part of the subject: Today I was told by a colleague that despite using the Buster 10.8 netinst ISO containing the firmware packages the installation reported rtl_nic/rtl8168g-2.fw as missing although the netinst ISO contains firmware-realtek providing this file. So I was thinking: maybe this is not just me. [1] says however that the ISO contains firmware-realtek. So maybe the ISOs are not affected.

We were able to solve the issue for the colleague. It is not related to missing packages. So my problem has not affected any of the Debian CD builds.
