Generally it would be good if you can share more information about the
program you want to add to the debian repository, so people can give
specific hints. (Like repository link, how do you build it, what does it do....) It is advisable that the application is generally in good shape,
like having a repository, using a build system, no generated files in
the repository,...
In order to get a package into debian, someone needs to create a source
package from that (i.e. add a "debian" directory). Information on how
that is done can be found here:

After you have a source package that is ready for review, you can follow
https://mentors.debian.net/sponsors/ to find a sponsor to upload the
package to the debian repository.
