How should a new maintainer go about closing old bug reports? For
instance, I recently just took over apt-listchanges and see a lot of old
bug reports, including one from the year 2000.

I read https://www.debian.org/Bugs/Developer#closing, and it seems to me
that since I am the maintainer I can close bug reports at my discretion.
Of course, I don't want to just randomly start closing old bug reports,
and I think some of them are valid. What's the best way to go about
    handling old bug reports?

Triage them; go through each bug, try to find out if it was fixed and
which version it was fixed in. For the definitely fixed bugs, close
them with a versioned -done message. For the definitely not fixed
bugs, mark them as found in the versions you tested the issue on. For
issues that were caused by an incorrect action by the submitter, close
them with an unversioned -done message. For other situations, discuss
the issues with their submitters and potentially with the rest of the
APT team and with the wider Debian community. If no obvious course of
action presents itself for a bug and the bug doesn't appear to have
value any longer, the last resort is to just close the bug. Some more
bug triage tips are on the wiki, and the links in the "Other
    documentation" section of the page.

I noticed that you have been:

Closing bug reports without any explanation.

Closing what looks like legitimate feature requests.

Neither of these is a good idea IMO.

I'll undo the bugs that I closed. Thanks for the advice.
