    Based on the examples in 7.1 of the Policy Manual that syntax should work. Those
    examples are for defining relationships, but I would imagine it is the same for the
    Architecture field.

    The Architecture field is not a relationships field. See https://www.debian.org/doc/debian-policy/ch-controlfields.html#architecture
