• Adopting a package

    What is the typical way one would go about adopting a package?  I've
    heard that writing a patch and proposing it might be a good starting
    point.  Specifically, I am looking at apt-listchanges.

    Proposing it where? Orphaned packages don't have a maintainer so maybe you confused that with something else.

    The Developer's reference Chapter 5.9.5 (https://www.debian.org/doc/manuals/developers-reference/pkgs.en.html#adopting-a-package"
    points to the WNPP Web Pages (https://www.debian.org/devel/wnpp/) which describe the processes.
