    Dear Maintainer,

    For a while, `date '+%Z'` displayed 'ART' for America/Argentina/* timezones. Now it just displays '-03' for some reason. I'm not sure when this issue started occurring, it was sometime back with jessie. It seems to be an upstream issue, though.

    This is indeed an upstream change, but actually not a bug. ART is an
    invented timezone name, and upstream started to remove all invented
    timezone names from tzdata, as they are not used outside of tzdata and
    often conflict with each other.
