    The locales-all packages still provide compiled locales that are
    compatible with amd64 and i386. The package is just not endian
    compatible, but that's not a problem between amd64 and i386.

    The bug is on the programs depending on locales. They should not depend
    on it unless they are able to use the sources locales. Depending on it
    doesn't guarantee any compiled locale, as users have the right to select
    no locales at all.
