Some text based on below would make sense for the Release Notes for buster. If agreed I'll try to come up with a wording.
Sure. Does this also apply for bullseye, or is the issue fix somehow?
An untested patch to the Debian Installer exists to add both snippets if the user chooses to leave the root password blank.

Only if D-I was fixed in the meantime.

It will be a while until I can test this, maybe someone else on d-u can
do so faster (will ask in a separate message).

As a result, I think there does indeed continue to be a gap in the
documentation, and that either Andrei's suggested issue-note[1] -
and/or mentioning the relevant systemd config setting may be required
to boot into rescue/emergency mode, would be worthwhile.
(I have confirmed locally that it is still necessary to add the config
option to get to a root shell when rebooting into those targets)
I'd like to apologize for my tone here and in a related merge
request[1] - in both I've replied too bluntly.
Also, if I care about
this issue - which I do - then I think I should carry responsibility
for making progress on it and accepting feedback.
