With a local webserver hosting cloud-init seed data, cloud-init 23.4.3 never hits my local http server. The same setup with 23.3.1 from sid works fine. Disk based nocloud seeds work fine with 23.4.3.

So far, I haven't found any obvious failure - under 23.4.3, DataSourceNoCloudNet either doesn't run or can't reach the http server. In case anyone has time to poke, the new release is pushed to my personal repo at https://salsa.debian.org/rvandegrift/cloud-init
