Dear Maintainer,

/etc/default/keyboard refers to "the keyboard(5) manual page", which
says:
XKBOPTIONS
Specifies the XKB keyboard option components. Options usually
relate to the behavior of the special keys (<Shift>, <Control>,
<Alt>, <CapsLock>, etc.) Default: not set.

This does not say how multiple options should be separated. Luckily,
there are examples suggesting the value can be a comma-separated list
with no whitespace.

The actual expectations should be stated explicitly, and the same goes
for XKBVARIANT.
