    budgie-desktop fails to build with mutter 45 (or 46). I have tried to
    do what I could to get magpie into Debian as the preferred replacement
    for budgie-desktop's mutter dependency but ultimately magpie has not
    been accepted into Debian yet.

    It feels impractical to continue delaying updating GNOME Shell in
    Debian when budgie-desktop has a rather low popcon compared to
    gnome-shell. Therefore, I'd like to proceed with the Mutter/GNOME
    Shell transition very soon after the 32-bit time_t transition
    completes. budgie-desktop would be removed from Testing until it is
    buildable and installable again.
