    However the links in /usr/DEB_HOST_GNU_TYPE/include are missing.

    So you claim that /usr/DEB_HOST_GNU_TYPE/include is critical part of the
    API for this package name? If you think so, please provide evidence.

    This path is in violation of the Debian policy, so can't be provided by linux-libc-dev.
