I recently uploaded (via sponsor) python-ping3.There is no general answer to this. It's up to you and your sponsor and it depends on when you would expect to make a new upload if you didn't need
The file debian/watch works locally but not in: https://qa.debian.org/cgi-bin/watch?pkg=python-ping3
The reason seems to be that the uscan version in the server is different
to my local one:

When I've fixed it: should I upload the package to mentors.debian.net
and request a re-upload (with a new version).
Or just fix it, and no need to re-upload, until some other change in the package? (new upstream version, etc.).
