At least in Plasma 5.12, that is still the case. You must right-click
the clock applet and choose "Configure Clock" or "Configure Calendar",
or something. You will then get a window in which you can adjust
various settings with regard to the date and time format, but distinct
from the Localization settings in System Settings.
Note: I am working from memory here, as my only experience with Plasma 5
is through live media. My production system still uses Plasma 4.

You can if you use Activities instead of Virtual Desktops, and then you
can also specify separate desktop widgets for each Activity.
From the little that i have tooled around with 'activities' all i
have seen is that that non-solution isn't even close to what i want.
To begin with i have less than no use for anything dynamic, dynamic
menus (a huge flop that the entire planet has rejected) or dynamic
panel contents. Having to click on a panel icon to then see an
activity pager on the desktop itself is definitely OUT. I don't ever
want to see any icons anywhere except on a panel, THAT's why it/they
is/are called (CONTROL) panel/s. If i could have an actuivities pager
that works the same as the desktop pager and is always visible on the
panel with all activities instead of desktops that would do it but
what i see instead is yet another form of now-you-see-it now-you-
don't.

Well, that activities pager is there, but it's not added to the panel by default in the Plasma 5 distributions I've tested so far.
But it _is_ there, in the list of applets that you can add to a panel.
And it does look and feel just like the regular virtual desktop pager,
and you can set it up any way you like it ─ number of rows, number of activities, and so on, mouse scroll wheel behavior, and so on.
