Irrelevant. The o.s. is not booted yet (partition standby), and in this
case, the console needed to be /dev/vty2.
As it turns out, this is an issue with the factory default configuration
of the p520, though IBM won't admit it. In the factory default
configuration the p520 is "broken" with respect to the console window
from the HMC. The procedure to fix it requires blowing away the existing partitioning data by re-Initializing it and then building a new default partition.
I spent (another) two hours on the phone with IBM this morning. I'll
be posting a How-To for fixing it under separate cover.

David, you just saved my butt 14 years later. Thank you sooooooooooooooooooooooooooooooooooo much. I deleted my LPAR and recreated it, it fixed the console.
