I'm wondering why there are to different kinds of pricing for
    FreeBSD-VMs at the Azure Marketplace:

    1) Starting at $0/hour (+ Azure Infrastructure costs)
    e.g. FreeBSD 13.1, 13.2, 12.3, 12.4

    2) Bring your own license (BYOL) (+ Azure infrastructure costs)
    e.g. FreeBSD 13.0, 12.2

I wouldn't care, but *none* of our customers had prolbems rolling out
a vM using 2), but almost every customer fails rolling our the one
with pricing-scheme 1) because it's not 'in their plan' or 'in their subscription. I heard it has something to do with weather you have a
credit card as payment method or not.

Why is the FreeBSD-Foundation offering VMs with two differnet pricing
    plans?

FreeBSD is free. You'll have to ask Azure.
