The OpenSSL critical security patch 1.1.1j is now available on the ITUGLIB website for both L-series and J-series machines, which contains the latest security patches from the OpenSSL team. As usual the patch successfully passes the rigorous test suite
There are standard, PUT, and SPT builds for each platform.although, as usual, we cannot guarantee anything absolutely.
And for the big news: we have included a standard IEEE float version on the website, which is new for L-series only. This package might be compatible with the NS HTTP Server. We have had one user already test compatibility with no experienced issues,

I seem to recall some discussion about having the NonStop changes
backported to upstream, to become part of the stock distribution.
Did this happen, or are there plans for this to happen?

For OpenSSL 3.0.0 yes. Out of scope for 1.1.1.
