    Might be. There is a discussion on this on the Apple Community pages.

    and try to click thru the screens again. I got an option to review and

    Wow. The one person on the planet who wants to read any product's Terms
    & Conditions. :-O

    Just click "Disagree" and the installer will quit without installing
    the new version of macOS.

    OR, be like everyone else and simply click "Agree" without bothering to
    read all the pointless legalese gobbledegook small print.
