Turns out that paste special unformatted works if you select in the middle of a line but not if you select from the start of the line.
Try this:
Select the entire formatted line to the last character but not the paragraph delimiter. Command C to copy and Command V to paste in the new document. Same result in both Mac and Windows versions.
