Then Covid came along and lots of people had to buy a PC to work from home. So there was very temporary rise in PC sales. It is now shrinking again.
The phone market is not shrinking. BTW, Mac shipments actually grew in the last quarter while overall Windows PC shipments dropped by 20%.
