Pretty much EVERY laptop can be made to use the CPUs so hard that it
will throttle.
So it's not an M1 issue. It's a portable computer with only so much room
for cooling issue.
The MacBook Air is designed to be as small and light and quiet as
possible. It's not the computer to choose if you're planning to do
high-end video rendering.

This is a video where a MacBook Air where all that
is shown is that computer CPUs will be throttle
back for thermal reasons.
This is true of EVERY COMPUTER, Liarboy.
The very machine that I'm using today had a problem
(after nearly 7 years of ownership, mind) where the
thermal pasted between the CPU and the heatsink had
degraded to the point that the machine would turn
itself off after only a few minutes of operation.
After I opened the machine up and refreshed that
thermal paste, it is once again operating great.
Oh, and after going to all that trouble, what was
gained?
1.16% faster single core performance 1.56% faster
multi-core performance. 1.73% faster GPU
performance

So it's not an M1 issue. It's a portable computer with only so much
room for cooling issue.
The MacBook Air is designed to be as small and light and quiet as
possible. It's not the computer to choose if you're planning to do
high-end video rendering.
