Does any one know if it is possible to run riscos headless on a
raspberry pi using a VNC viewer such as that built into MacOS X? I am thinking of moving to an M1 mac, so I expect VirtualRPC will no longer
run and is unlikely to be upgraded.

It's certainly possible, although it really needs to be a Pi 4 for a
good experience, it will work with lesser Pis but the redraw rate is
painful.

I would recommend an overclocked Pi4 from Risc Os bits, running at 2.1G
