It depends whether it is a 'desktop publishing' booklet or a
'word-processor' style booklet. If it is full of individually
positioned repeating frames, lots of images, etc., export in anything
like the original form is likely to be virtually impossible. If it is
a reasonably simple set of paragraphs and headings then you should be
able to get the text out (and possibly re-insert the illustrations by
saving them out separately). It's likely to be a one-time-only process, though.
Export as plain text (one frame at a time), import into Windows software
and reformat.
Or, export as DDF (one frame at a time) and import into OvationPro,
reformat and load into the Windows edition of OvationPro.
Or, export as DDF (one frame at a time) and convert to HTML using
DDF2Html, import into a Windows program that accepts HTML and reformat.
Or, print as PDF using PrintPDF and import into a Windows program that
can edit PDF. This is your quickest and most repeatable option, but
PDF tends to be a read-only format.
Or, export as DDF (one frame at a time) and import into OvationPro,
reformat and load into the Windows edition of OvationPro.

If you happen to have OvationPro (and you really should!), you can
import the booklet, nearly without any after editing (as far as I
remember, only particular frame borders loose their properties).
From there you can edit the booklet in OvationPro for Windows, if
you happen to have that one too.
All this is true, if the booklet isn't too old. OvationPro can read
nearly every Impression file, apart from the oldest ones.

It does sound as though it is not easy. I was trying to save a lot of typing but printing out and typing in again on windows might be best considering the posible pitfalls/limitations of the alternatives.
I have also found there are a lot of Ovation Pro documents as well!!!
Charles' suggestion would save you a lot of re-typing out the Impression documents, as suggested, and OVPro for Windows is the answer for Ovation documents.

I still have some Imp Publisher files from the past (The single file type, NOT the really old appdir type) from which I need bits and bobs of data.
I just drop the Imp file into OvPro RISC OS or Windows, depending on which side I'm working and it works.

FWIW, OPro on RISC OS (I don't have the Windows version) will load the
old App style Impression documents.
I've only got the one (!MicroScop) demo file but it loads quite happily
in to OPro 2.78e here, with the one caveat - some of the headline font
sizes don't translate properly, but it's just a few minutes work to
resize the text so it fits the frame.

The filetype extension for Ovation Pro for Windows is dpd
So save the file on the RISCOS side as xxxxx/dpd and when it appears on Windows it will appear as xxxxx.dpd
