I see bullet heaven as shorthand for "A game inspired by or a clone of Vampire Survivors."
You shoot all the bullets, enemies generally don't shoot bullets maybe
some rare exceptions. You just need to avoid the enemies, or at least
the ones that can survive long enough to get to you. There's some
strategy about what power-ups to get in what order, and it's also
probably 'rogue-lite' as you unlock powers and characters to start runs
with and what combination of those to use.
By that definition Robotron & Galaga wouldn't qualify, but by
Wikipedia's they seem right on the edge.
