• Sim City 2000: Seaports!?!?

    Basically what you need to do is use the lower terrain tool to make the water deeper where you want to have the seaport. You'll use a few dollars to do the lowering tool (under the bulldozer symbol) deepening the water, but this is the best solution.
    Switch to the "underground view" to do this the easiest.
    Unless you of course just design it in the first place with water that's deep enough.
