All,
Given that you CAN kill just about anyone in the game ... is there a penalty (in the game) to killing some obnoxious NPC?
If the Kingpin can be killed (SPOILER: you need to do if you steal the $35,000, otherwise his hitmen trail you), why not Carmen Dancio.
He is met early in the game when you don't have THAT many rifles, and he has a FAMAS, a 5.56mm weapon using standard NATO ammo.
He has $5000 and the rifle. It takes an M203 grenade launcher.
Otherwise, I can struggle.
