There's been a PC version out for some time. I play it fairly often.

I don't know if it's been updated to modern versions of Windows (I play
it on an XP laptop I keep for such purposes), but it's long been a
favorite of mine.
I find it very COMMAND OPS-esque, what with orders delay and unit
frontages. It's also very rich in features and units.
Definitely giving this page a look, because a Steam version would be
boss.
Haven't played this in a while but I remember it got a lot of things just right.
