On Lenovo Thinkpads, I can power charge in specific USB ports. Does
MacBook Pros (mid 2015, early 2013, etc.) not have these?

usb compliant devices (phones, tablets, etc.) can charge from any
compliant port, which includes all macbooks, imacs, thinkpads, etc.
if you mean charge the laptop via usb, that requires usb-c and very few laptops have that (so far). the macbooks announced last week can, as
can a few others, however, some require a specific charger (namely hp
with an hp charger *only*).
No, I cannot charge this Samsung Galaxy S6 edge from the powered off
work's MacBook Pros. I had no problems with two work's Lenovo Thinkpads
(P50 and W530) with their USB ports though.
