Based upon the "news" page and the main page -- these are produced in small batches, probably whenever they get enough orders to justify having boards produced.

10/9/2017 initial boards sold out, new batch on the way
4/21/2018 kits for revB CoCo2 still available
11/13/2018 6847T1 compatible kits in early development
    8/22/2019 100th kit sold

So... they've sold just 100 kits over a two year period. The main page has:
    """
    What is CoCoVGA's availability?

Kits for some types of Color Computers 1 and 2 and the Dragon are
available! Contact us for more information.
    """
where "Contact us" is a link to a form for submitting a short message.

I can attest the units are still in production. Ed and Brendan do make
them in small batches, but they do so regularly.
