Correct syntax is
SYSGEN (ON/OFF, DRIVE=n)
where ON creates CONFIG/SYS, OFF removes it, and n is the drive number (default=0)
So try SYSGEN (ON) and see what happens

It turns out there's something wrong with drive 0. It reads perfectly but won't write. It doesn't cause an error, it just won't write. I usually don't write to drive 0 so I didn't notice a problem until I tried SYSGEN on it.
