In addition to all specific Hobbes ZIP files in its README.OS2 file, including all assumed-to-be-installed DLLs of FF and/or SM, FFmpeg v3
also requires BZ2.DLL.
If you are using Links to browse, then you may already have some copy
of a BZ2.DLL.

Once again you have to be careful about EMX vs everything else versions
of bzip2.
Even with links, IIRC not all bz2.dlls were created equally. Text mode
vs binary mode if I remember.

In the zip package, in the lib folder. I built a shared release to save
on bandwidth as just the binaries statically linked were 30 MBs
Ok thanks, now SYS0002: The system cannot find the file specified.
"X264148"
Found it from Hobbes, then SYS0002: The system cannot find the file specified. "LIBVPX3"

If needed, do you have a link to a recommended version of bzip2? I
just tested if FFmpeg would start with Links' BZ2.DLL.
ISTR that FFmpeg v3 is "important" (YMMV), because FFmpeg-based FF/SM
Youtube video download add-ons may require this version of FFmpeg to
join splitted HQ video and audio.
