Try this:
1. Convert mp3 to .wav 16bit/44.1kHz/Stereo
2. Into any VideoEditor software paste .wav to audio track,
paste any video clip (or titles) to video track, save timecode of this mix
to .avi
3. Convert .avi to mpeg in VCD stream standart
4. Burn VCD
But why this - you can listen AudioCD using VCD player (or no?):
1. Convert mp3 to .wav 16bit/44.1kHz/Stereo
2. Burn AudioCD

Does anyone know how to convert MP3 to an mpeg file? I know there's >software to burn mpegs into a CD with VCD format, but I want to burn mp3 >into VCD format, so that I can listen to mp3 on my VCD player.
