It seems when they moved the old MSDOS software to old-gnu
in recent months they confused MSDOS vs WINDOWS software

on several occassions (emcas, PDFTEX) I got windows and non-8.3 versions represented as MSDOS

Wondering if the SIMTEL CDROMs on archive.org are the only source?

Not sure what you’re referring to. You can find emacs compiled with djgpp for DOS+DPMI here along with other GNU software.

    http://www.delorie.com/pub/djgpp/current/v2gnu/

If you need to run win32 apps in DOS, maybe try

    https://github.com/Baron-von-Riedesel/HX/releases https://www.japheth.de/HX.html

Also, you could try ReactOS, a win32 OS

    https://reactos.org/

Long file names are not necessarily a sign that this is not MS-DOS
compatible. The DJGPP build of Emacs, for example, can run on
Windows, and when it is, it supports long file names. There are also
a couple of plain-DOS packages that allow long file names.
