Timezones in OS-9/68k

Hi,
in the 1980s and early 1990s it was not necessary to use timezones in
OS-9 machines because they were isolated. We used to have time
synchronization to our DCF77 signal in central Europe. That's all.
In the late 1990s a colleague started to install the shell environment
variable "TZ". I remember he told as reason the contact to UNIX machines
like our DEC Alpha, Suns etc and FTP, Telnet. At this time I didn't
investigate in more.
Now I'm interested in learning which parts of the operating system are
using timezones. RBF, PCF, the IP-Stack, NFS, ...? Or is it just FTP
when copying some files from one "world" to the other?
