I just got a Galaxy S10 that is supposedly unlocked. When I started it
up it said T-Mobile. Why? Can I just pop the ATT sim out my Galaxy 8
and put it into the 10? If not, what do I do to get this phone working
with my old phone number with ATT?

I dont' know much but I think that's left over from a previous sim. Yes,
add your sim and I expect it will work, but don't throw away the
previous phone until you're sure.

My free Galaxy phone came from T-Mobile who had it network locked for the
two years it took for the monthly credits to equal the MSRP of the phone.
