You have never stated what phone you have and if it is rooted or not.

My Samsung Note 9 still boots up silently with Android 10, with no app.
with System Notifications at full volume.

Also, apparently if your phone is rooted this is easy to do.

Rename the following two files as shown below (not mandatory for the

PowerOn.ogg -> PowerOn.ogg.disabled

From here, you can also get rid of camera and other annoying sounds
