I can pick up ebooks for almost anything at https://libgen.is or at https://www.gutenberg.org/ebooks/ in almost any common ebook format (epub, azw3, mobi, pdf and others).

But what free app is a good one to use on Android to read it visually.
And, for the visually impaired, is there a free app that speaks it?

The information about it seems to show it's good with font mapping.

And Calibre in the computer to manage books or convert them.

I just picked up Calibre which seems to convert & read most formats. https://calibre-ebook.com/download_windows

    It doesn't speak though.

And, for the visually impaired, is there a free app that speaks it?

    I don't know.

The CoolReader suggestion from milsabords says it has ebook TTS support. https://play.google.com/store/apps/details?id=org.coolreader

I'm not sure what it means though to have "TTS support" but I'll try it.

I use ReadERA Premium, it can speak my ebooks.

Thanks for those suggestions to read ebooks on Android & speak them too.
Is this an ok one-line summary (based only on what they claim)?

ReadERA = offline ebook reader, no advertisements, no account needed
CoolReader = offline ebook reader, no ads, also has TTS for speech
FBReader = offline ebook reader, but it has ads, it's customizable

They all seem to read most if not all the normal epub formats offline.
ReadERA = AZW3 CHM DJVU DOC DOCX EPUB FB2 MOBI ODT PDF RTF TXT
CoolReader = CHM DOC EPUB FB2 HTML MOBI PDB PML PRC RTF TCR TXT
FBReader = AZW3 DJVU(plugin) DOC EPUB FB2 HTML MOBI PDF(plugin) RTF TXT ZIP

Notable is CoolReader has text to speech support (but it is missing AZW3 &
PDF) and that CoolReader also works on Windows.

Notable is FBReader is ad supported.

If you are using Windows 8, please use calibre 5.44, which works with all Windows 8

Since Windows XP isn't mentioned, it's unknown (at least to me) as to whether v3.48 will work,
but if it does, you've got a great eReader. It's certainly worth a try, in my opinion.
