Hi last nite my iPad did a software upgrade, this morning it showed a
bunch of hints when I started using it again. One of them said if I
swiped up from the lower right corner of the screen on any screen it
would start a new note. I've tried and tried that from the home screen
and from an app and I can't get it to work. Either nothing happens or I
get a screen with thumbnails of all the apps that are running (I think). Maybe I don't have the right kind of iPad? Mine is a few years old.

What iPad do you have? The oldest iPad I have is a mini 5. It works on
that, and of course every newer iPad I have, which are iPad Pros and a mini 6. You have to swipe diagonally from lower right to upper left, not just straight up on the right side.
BTW, I had not heard of this until now. I would assume that if your iPad showed this hint, it should work.
I think its an iPad 4 but like you say its weird if it told me it could
do that but it can't. So it seems like that should work.

An iPad 4 would not be getting an update in 2022. The latest iOS it runs
is 10.3.4.

Have you actually tried slowly swiping diagonally from the lower right corner of the screen to the upper left corner of the screen? You have to start from the actual corner, not just the bottom.
Note that many features of iPadOS 15 are not supported by older iPads.
The Mini 4 is definitely an old iPad. It is over 6 years old, and is a
dual core A8 with 2GB RAM. It is very possible that Quick Notes is not supported on a Mini 4.
I used to have a Mini 4. It was fine, 4 years ago. I now have a Mini 6.
Plus many other iPads.
It didn't say "diagonal" but I tried that right now and got the same
thing, little images of the apps I used recently or sometimes the app library. No notes. Why would it tell me to try something my iPad can't
do? I understand that sometimes older devices can't do things, like my
iPhone can't do all the stuff newer iPhones can even though it has a new
iOS. But I thought the software knew that and wouldn't tell you to do
things you can't. Guess not.
So it doesn’t work on a Mini 4. It’s not a big deal anyway.
