I need to send a custom list of the best iOS apps on my iPad (along with a link to the IPA download to make it easier for the recipient).
On Android, there are so many free ad-free gsf-free google-free (etc)
apps to do that exact task on Android that it's clearly a common need.

Yep. You might suggest an app when someone asks for something specific,
but simply sending full lists of apps to other people is incredibly
nerdy and pointless ... which would explain why that brainless moron

I'm with you on the opinion that I keep my installed apps to myself.
There's no reason for others to have the same apps I have anyway.
Let them pick their own.
