Before the iKooks deny all things about Apple they hate, this isn't a question of "does Apple do it" (because Apple does it).
*The question is _why_ does Apple do it?*
Q: Why does Apple periodically force an iCloud account log in?
HISTORY:
1. I never log into the iCloud tracker except that first time
(because you're _forced_ to log into the iCloud tracker)
2. I gave Apple bogus ID information & a one-time disposable password
(an approach which works just fine on Android by the way)
3. That one login worked for years (on my $300 Costo iPad anyway).

About two years ago...
A. Apple began to nag me to periodically log into the iCloud trackers
B. But I don't ever want to log into the iCloud trackers ever again
C. As a result, some things work; and yet, some things do not work
BACKGROUND:
I realize Apple always _already_ had the originally iCloud login.
So Apple can _still_ track almost everything that I do already.
*So _why_ is Apple unilaterally forcing yet another iCloud login attempt?*
EXAMPLES:
a. I can use Google Voice just fine; but not Facetime or iMessage.
b. I can download any free app just fine; but not re-download it ever again. c. I can use Email just fine; but just not with the Apple Mail app.
d. I can delete my Siri and Dictation history; but not stored iCloud data.
e. I'm about to test if I can download the POS latest primitive iOS release.
Let's see what happens when I try to download a POS iOS release, shall we? (admittedly, I don't update any OS unless there's something good in it
that I want, where iOS is _always_ filled with known bugs at every release due to the primitive monolithic update mechanism guaranteeing they exist)
a. I'm on a 5th generation iPad A1822 with the POS iOS 13.5(17F15) version.
(Obviously I have "Automatic Updates" turned off, sensibly so.)
b. It has already been asking me to downloaded the POS iOS 15.3.1 release.
(Which, by the way, I know _already_ has huge published holes in it!)
(But Apple's primitive monolithic update mechanism guarantees holes!)
c. I hit the blue "Download and install" link & up pops the T&Cs to Agree
d. Then comes another "I agree to the iCloud Terms & Conditions" Agree
e. The update then says "Update requested" & then "Downloading" & then
"Preparing Update..." & finally (after a long wait) "Install Now".
f. Then, "Verifying update" (probably this is a bootloader check that
the OS is acceptable to the manufacturer) and then it reboots.
g. Black screen, Apple logo, white timeline grows ever so slowly.
h. Then black screen, Apple logo only
i. Then black screen, Apple logo, white timeline grows a bit faster
j. Then black screen and then hello in a bunch of languages
k. Then black screen one more time and when I tap I get hello again
l. OK. So I hit the homescreen button and it says
"Software Update Complete"
"Your iPad has been updated to iPadOS 15.3.1" (a buggy release)
m. I hit the blue "Continue" button & then it wants Touch ID
n. Fat chance. I hit "Set Up Touch ID Later" (where's the "never"?)
o. Then an "Are you sure you don't want to use Touch ID?"
p. I hit "Don's Use" & then it asks me to "Create a Passcode"
q. WTF? Do people live in the slums? I don't need a passcode.
s. I press "Passcode Options" & one choice is "Don't Use Passcode"
t. Aurgh. It pleads with me thinking I live in the Bronx Projects
u. It says "Using a Passcode is Highly Recommended" which I click
v. "Don't Use Passcode" & it moves to "Updating Apple ID Settings"
w. Up pops an "iPad Analytics" screen (yeah, right)
v. Finally a "Welcome to iPad" "Get Started" screen
w. And then... after all that... "Apple ID Verification"
x. Oh shit. Apple fucked up the user interface. Again. Sigh.
y. What is all that crap that I don't want and never will want?
z. I search for barcodeeasy in the App store & it's locked to the icloud
Apple has unilaterally restricted me because I haven't logged in for years. While the iKooks will deny all facts they _hate_ about Apple, that's a fact.

However the facts remain that I logged into the iCloud years ago, and about two years ago Apple started nagging me to log in again for reasons unknown.

I use iTunes to backup our iPad before installing any updates, just in
case it goes wrong.
We do not use iCloud for anything and don't need nor want it. The iPad constantly whines about using iCloud with the Settings having a "1" on
it's Dock icon, but that's easy to just ignore and from time to time I
bother going in to tell it to go away.
