I suspect I know the answer but is it possible to have a separate account
for Apple music on an ipad?
I have a Mac and ipad I use for work and I like Universal Control and
shared notes etc across the devices. I also have a personal Apple music account that I use with my Mac, but can't see how to do the same with my ipad. I'd love to be wrong but I guess all Apple services on iPadOS all
share the same - an only - account.

Absolutely. I've done this for many years now.

Only by default. You can set the separate music account at Settings >
Apple ID (at the top) > Media & Purchases.

Yeah, as mentioned by others. You can set up a separate purchasing
account to your normal iCloud account.
I ended up with mine getting separated when they screwed up the .Mac to
.Me transition (there were issues registering the existing accounts, and
many ended up getting a second account for iTunes).
You just log into your normal Apple ID account in Settings for iCloud,
and choose the iTunes ID account details for the 'Media and Purchases' section.
However, any purchases you made using your iCloud account address won't
be accessible this way.
