If your iPad bricks (too many bad log ins, etc.), is there
a way to wipe and reinstall? Or is the iPad now just
useless trash?

You'll need to plug it into a computer (any Mac, or a Windows PC with
iTunes installed), erase the iPad to reset it from Recovery mode. If you
have a backup either on the computer or via iCloud, then you can restore
your data, otherwise your data will be gone.

You can also take it to an Apple Store or authorised Apple repair shop
for them to reset it for you, but you'll need to be able to prove it is
your iPad.
After resetting it, use a passcode you can remember (or at least write
it down somewhere safe).
