PL/C is available on VM/370 CE, it is CMS module PLCT MODULE Y2.

Is the source available? (I don't have the ability to open up a file on VM/370.)

If so, would it be practical to port it to Windows?

No source. I have been trying for years, and it’s possible a copy is out there, but no luck yet. Pl/C is written in System/360 assembler, so it
might be a bit hard to port. The closest thing to a port is I believe, a modification to generate PDP-11 code, but the compiler was still mainframe-based.
