I'm looking for an officially supported by IBM PL1 compiler that runs under
Windows 7 (either 32 or 64 bit, it's not too important)
and the executables must run on 64 bit windows machines (Windows 2008 >>> servers, I think).

I had problems running "IBM Visualge PLI for wndows" under windows 7 but that problem is solved by using windows 7 professional and installing windows virtual PC. Under windows virtual PC you can install "windows/XP mode" and so you get full windows/XP
SP3 installed under windows 7 professional. Then you can install "IBM visulaage PLI for windows" in windows/xp mode without any problems. One other requirement is that your PC hardware has virtualization hardware support.

About Windows vitual PC please see https://helpdeskgeek.com/windows-7/windows-7-xp-mode/
