Question: I'm going to be traveling in Europe this summer and have
T-Mobile which includes some basic international coverage in my
package, but is that good enough?

Answer: There was a time in the past that traveling abroad required a
good bit of research to determine the best local cellular option for
each destination. If your phone was unlocked, you could purchase a
SIM card for the local provider you found and prepay for the data that
    you wanted to use.

I can also remember opting to purchase a simple international phone
for basic texting and voice, while using my U.S.-based phone on Wi-Fi
    only.

That article offers some rather bad advice.

    It suggests paying $50 for a 30 day T-Mobile international add-on.
Assuming your phone isn't locked (VZ phones aren't, others may be)
anywhere in Europe you can get a local SIM for about $20 which has
vast amounts of data and generally has a deal to call the US for a few
cents / minute. Under EU law, any EU SIM roams at no cost throughout
the EU. If your first stop is in the UK, British SIMs mostly still
roam for free in Europe and have the advantage that the instructions
    are in English.
