Yes, for example an ODU4 can be mapped and transported in an OPU1-4v.
Each of the four ODU1 can be transported in a different higher order
ODUk.
I would think it is the reverse situation written in G.872.
G.872 (10/2012), section 7.1.7 : "NOTE - The transport of higher rate
ODU signals via a virtually concatenated group of lower rate ODU
signals is possible, but results in a non-optimal solution".
So this is correct.
In this second situation, perhaps it is non optimal because only
ended equipments are concerned by the virtual concatenation.
It is non-optimal because of multiple mappings, each mapping
requires management actions and adds latency.
