versions of LO, Java magically appeared as it should, but not now. I'm
new feeling pretty certain that it's a bug in LO.

All is not lost. I discovered that Base includes a built-in database
engine called "Firebird Embedded". I don't know if this is something
new or if I never noticed it before. But I'm able to create a new
database with it and do all the expected things (create tables and
queries) to it using the Base interface, which is quite "Access-like".
I'd still like to link to my Access tables and MySQL, which I think do >require Java, but this is a start.

LibreOffice was supposed to be "Open Access" but reliance on Java is
not open access. Is there any similar database program that does not
    rely on Java?

I don't see the phrase "open access" associated anywhere with
Libreoffice, but on closer inspection, LO Base includes a built-in
database engine, Firebird, that doesn't depend on Java. Also they have
other database connectors, some of which may or may not depend on Java.
There's a supposed MS Access connector, but I haven't been able to make
it work. I'm having trouble with ODBC, too, but I haven't poked at it
    very hard.

There's also an open source Java, OpenJDK.
