Actually forum works, but to access it you need to add this line:
78.46.93.39 encode.ru
to hosts file.

Looks like it's down again and has been for the last two days after being up for a while. What is a full sample URL that may leverage the site's IP to get around the DNS issue? I can't seem to get the syntax correct when trying 78.46.93.39
Seems like like forum is unreachable again.
It is a pity they don't take better care of it.

Its the same issue really. The guy who hosted the forum disappeared in april 2019,
we don't have control over domain name and hosting,
so we had to find workarounds just to pay to resume the service.
It is a pity they don't take better care of it.
webmaster had been paying $80 per month for last 10 years or so
just for the server, also did the php maintenance and server config (memcached etc).
But now something happened to him, and we have to find workarounds.
If you have any advices, I'm listening :)

I see, now i understand better whole situation. Thank you.
My first idea for a workaround would be to export(if possible) forum to backup location, and then to transfer it from vbulletin to any adequate forum such as phpbb or similar(to remove total licensing costs), use cloudflare/incapsula cdn to further
$80 a month is a lot, and considering how much his own effort and hard work went into it also high much higher value.
