In all-mail elections, all registered voters are sent a ballot in the mail.
The voter marks the ballot, puts it in a secrecy envelope or sleeve
and then into a separate mailing envelope, signs an affidavit on the
exterior of the mailing envelope and returns the package via mail or
by dropping it off.
Ballots are mailed out well ahead of Election Day, and thus voters
have an “election period,” not just a single day, to vote. All-mail elections can be thought of as absentee voting for everyone. This
system is also referred to as “vote by mail.”
* Eight states—California, Colorado, Hawaii, Nevada, Oregon, Utah,
Vermont and Washington—allow all elections to be conducted by mail.
* Two states—Nebraska and North Dakota—permit counties to opt
into conducting elections by mail.
*Nine states—Alaska, Arizona, Florida, Kansas, Maryland, Missouri,

On Monday, while Michigan's Electoral College voters met
inside of the state's Senate building to cast their ballots for
President-elect Joe Biden, a group of Republicans identifying
themselves as the "GOP Electors" tried to persuade a state
police officer to let them into the building so they could "do
their constitutional duty" and join the electoral voters.
"The electors are already here. They've been checked in,"
Michigan State Police First Lieutenant Darren Green told the
group assembled outside of the building's side door in a video
shot by Detroit Free Press videographer Mandi Wright. The
group protested in response, saying that they are the "GOP
electors."

Fake electors try to deliver Arizona's 11 votes for Trump
In another sign of the lingering unrest over President Donald
Trump's election loss, an Arizona group sent the National
Archives in Washington, D.C., notarized documents last week
intended to deliver, wrongly, the state's 11 electoral votes
for him.
Copies of the documents obtained by The Arizona Republic
show a group that claimed to represent the "sovereign citizens
of the Great State of Arizona" submitted signed papers casting
votes for what they want: a second term for Trump and Vice
President Mike Pence.
Mesa resident Lori Osiecki, 62, helped created a facsimile of the
"certificate of ascertainment" that is submitted to formally cast
each state's electoral votes as part of an effort to prevent what
she views as the fraudulent theft of the election.
"We seated before the legislators here. We already turned it in. We
beat them to the game," she said.
While Osiecki's elector documents do not appear to have been taken
as genuine, they are part of a weekslong effort, led by Trump, his
advisers, and involving Arizona Republican Party officials and three
members of Arizona's GOP congressional delegation casting doubt on
the legitimacy of Biden's victory in Arizona and nationally.

An attorney updated Donald Trump's advisers on plans to submit a
false certificate claiming the then-president won Michigan's election
and sent documents to help with the effort to a state GOP official,
according to emails obtained by The Detroit News.
The Dec. 11, 2020, messages from Massachusetts lawyer Kenneth
Chesebro to Bernard Kerik, whom Trump's lawyers tapped to probe
voter fraud claims, are the clearest indication yet that Trump
supporters working to contest the results nationally were directly
involved in Michigan's "alternate" electors certificate.
They also show that officials tied to Trump were aware of the plans
for Michigan, and two Republican sources who spoke on the condition
of anonymity said the electors idea was being pushed by the Trump
campaign. The president's personal lawyer Rudy Giuliani was copied on Chesebro's emails. In one email, Chesebro thanked Kerik for participating
in a phone call.
The Trump supporters, including Michigan GOP co-Chairwoman
Meshawn Maddock and Republican National Committeewoman Kathy
Berden, signed a certificate falsely claiming they were the state's "duly elected and qualified electors."
They submitted their certificate to the U.S. Senate and the National
Archives as part of an attempt in seven states to impede Biden's victory
before the country's electoral votes were counted and certified during a
joint session of Congress on Jan. 6, 2021.

Rep. Mo Brooks (R-Ala.) on Wednesday issued a blistering response
to former President Trump's decision to unendorse him in the Alabama

A draft report of the Republican-backed review of 2020 election results in Arizona’s largest county — which critics derided as a shambolic stunt aimed to further vote-rigging conspiracies peddled by former President Donald
Trump — has in fact confirmed the winners, the county said.
The much-delayed report from Cyber Ninjas, a Florida-based firm whose

Maricopa County officials on Wednesday undercut nearly every claim that
cast doubt on the validity of ballots in an error-plagued report that Arizona Senate Republicans had commissioned of the 2020 election.

The Maricopa County vote recount has taken a surprising turn, with UV
lights and high-tech cameras being deployed as workers comb through
ballots, checking for traces of bamboo fibers in the paper.
