exception would be in times of war. And major war at that where the US
is being threatened for one reason or another. At that point it could
be a matter of life and death. Sadly, this has been going on in one

The most shocking thing to me was that Republicans supported this SCOTUS ruling while
Democrats argued that Eminent Domain can only be used for public projects such as roads,
schools or a dam, for example.
Eminent domain should be usable for any vital public project wherein the project *must* go
through and there is no other option. I wouldn't require a war to get it done.

I suppose you have a point. The problem with public projects is that
there is often dark money involved and a lot of game playing with no accounting of what and where funds are spent.
That being said, I have some indirect experience with eminent domain.
I was very young at the time, but when the VZ bridge and BQE/Gowanus
approach was built in the 60's, many homes were destroyed to make room
for it.
